The Tennessee Housing Development Agency (THDA) is the contract administrator in Tennessee rental housing developments with project-base Section 8 contracts for the U.S. Department of Housing and Urban Development (HUD). THDA has subcontracted this work to CGI Federal, Inc. (CGI).
